yep. got 19 skillpoints on my first kill on my monk ^^.
I don't need to unlock skills anymore, so I guess they will just stay there.

I've unlocked everything for my primary character (mo/ra) as well; so
I just started to use the extra skill points for "re-unlocking" other
secondary skills that I tend to use in PvP (when I'm a mo/me).

At what level does one reach level 20? I ask because my UW/FoW/Griffon Monk has 2,417,311 experience, so I wanna see how many skill points I get.
The forumla would look like this (I believe, I'm still tired):
(CL = Character Level, FLOOR = the integer value of a rational number rounded only down, e.g. 20.1 = 20, 20.9999 = 20)
{eA} = The experience required to gain CL20.
{eB} = The player's current experience.
{eC} = [eB} - {eA} = Net experience since CL20.
{sX} = FLOOR( {eC} / 2*10^4 ) = Skill points gained since CL20 @ 20k exp req
{sY} = FLOOR( {eC} / 15*10^3 ) = Skill points gained since CL20 @ 15k exp req
{sZ} = {sY} - {sX} = Skill points retroactively gained.
I believe this is the correct forumula, confirmed with linear algebra.

Or, easier said, for every 60k exp above lvl20 you get one new skill point.
(old system: 60k = 3 skill points, new system: 60k = 4 skill points)

Anet that was great. My best "end reward" for my retired monk farmer.

Nice how they reward skill points from exp retroactively but when they introduced faction they didn't retroactively award faction for fame. Also when they increased the rate of faction the changes were not retractive. Is this fair? I think NOT.

The exp change is different from a faction change. As far as I can tell, the game checks after every time you gain exp if you have enough to get a point. The game then checks how many total skill points you should have at that level, and adds points until the numbers match. Since the values have been changed, the game is detecting a lot of missing skill points and adding them accordingly. If anyone who had a large amount of exp over 20 when skill points were changed from scaled by exp to a flat 200k can tell us if the same thing happened, then taht could be proven.
Since there is no way to determine how much faction a player should have at x level (like exp), faction is just simply added to your total.
Retroactively giving faction from fame would be nearly impossible, since A-Net has (as far as I know) no way to tell how many battles in tombs you won consecutively to give you the proper amount of faction.

They could of course use the G-Stats http://www.0kuntz.com/gstats/ data or their own data to compare how much faction a person with certain fame has or make a simple model and award it based on that.

ok i got 22 in one kill it was 6 but after i killed one it got 22
but im curious
its kinda of topic
my monk still has refunds when last loged on after that i log in and off again and saw i still have the refund points
is there anything wrong?!?!
i have like 170attributes of 200 am i doing someting wrong

Faction and fame aren't directly related to each other, so you can't award faction based on fame. Moreover, since you get seperate faction per kill, per win and per flawless, I'm guessing it'd be impossible to track all your kills/wins/flawlesses and award you the proper faction.
Long story short, they can't award you faction for nothing.

I wouldn't pay attention to divinity's creature. He's gone to several threads saying things such as this and just whining in general. In another thread he said he wanted 30x faction unlike the 5x which the new update gave.
What he really wants is UAS and since he knows he can't get that, he wants 1000000000x faction so that it's almost like UAS.
